The census influences where Congressional representation and federal money go. Generally, these go to where the people are. Should an education policy "go where the people are?" Should we teach schoolchildren to speak Spanish fluently?
In my mind, one goal of such a policy would be to ensure that, come 2050, we can all communicate with each other.
